(b)Critical Frie Hazard Areas with mitigation based on the following criteria:    (1) extent of the critical fire vegetation:    (2) distance to adjacent fire hazard areas;    (3) accessbility for fire fighting equipment;    (4) air moisture content;    (5) historic record of wildland fires;    (6) slope and terrain.",
